Title: Idler Pulley Help

I have a 1989 Cherokee Sport 4.0L I got the old pull off but I cant get the new one on due to the belt not having enough play in it. And I can't seem to find the tensioner to loosen up the belt so I can slip it under the pulley. Any help on this matter would be nice. Thanks
